7th International Safer Internet Forum, the industry’s main annual conference on issues of online safety, is to commence on April 27, 2016 in Moscow, Russia. One of this year’s workshops will be dedicated to issues of propaganda of suicide and prevention of suicidal behaviour online.

Taking part in the Preventing suicidal behaviour online workshop are

• Prof. Yevgeniy Lyubov M.D., Head of Suicide Studies Unit at Moscow State Research Institute of Psychiatry. Topics: Epidemiology of suicidal behaviour in Russia: Statistics, trends, and economic costs and The role of mass media in provoking and preventing suicidal behaviour and suicides. International and domestic track record. The speeches will feature unique estimates of the cost of suicides to Russian economy (studies by Research Institute of Psychiatry and Ministry for Economic Development), an overview of international studies of media influence on suicidal behaviour, as well as Russian expert’ view of the problem.
• Gennadiy Bannikov Ph.D., senior research fellow at Suicide Studies Unit, Moscow State Research Institute of Psychiatry. Topic: The problem of child and teenage suicides: available support and specifics of preventive measures.
• Mikhail Khasminskiy, Head of Crisis Psychology Centre, chief expert at anti-suicide counselling website pobedish.ru. Topic: Principal strategies and effective practical aspects of suicide prevention in Russia: a crisis psychologist’s perspective. The speech will provide an overview of psychological and spiritual factors of destructive suicidal behaviour, sharing original observations on the risk of suicidality certain items on the Russian curriculum pose for the predisposed schoolchildren.
• Vladislav Kabizulov, neurologist, expert in suicide studies. Topic: Pro- and anti-suicide influence of the Internet. The speech will underline main types of pro- and anti-suicide influence, describe the manner in which pro-suicide content gets distributed, and indicate avenues for suicide prevention action though the Internet.

As a reminder, the 7th International Safer Internet Forum will take place on April 27 in the Rossiya Segodnya press centre. Its key topics will be Security of information space, Import substitution in hi-tech industry, Media and communication services security, Personal data safety, Quality of Internet content, Combatting cybercrime, Preventing suicidal behaviour online, and Combatting new online religious movements.

Attending the Forum will be Roskomnadzor, State Duma, Federation Council, and Interior Ministry officials, experts in information security, and industry representatives. Also confirmed to take part in the conference are: Igor Schegolev, Aide to President of the Russian Federation and ex-Minister for Communications and Media (2008-2012); Aleksandr Zharov, Head of Roskomnadzor; Yelena Mizulina, Deputy Chair of Constitutional Legislation and State-building Committee of the Federation Council; Konstantin Malofeyev, Safe Internet League Chairman of the Board; Pavel Astakhov, Children’s Ombudsman; Natalya Kasperskaya, CEO of InfoWatch; Ilya Massukh, President of Information Democracy Development Foundation, and others.

The conference will for the first time host a Russia-China forum on ICT development and security where Russian experts and government officials will be studying Chinese best practice in Internet regulation. Addressing the Forum will be Minister Lu Wei, Director of Cyberspace Administration of China.
